feat(32-02): add conditional dispatch to mixer categorization

- Replace unconditional dispatches with mixerArraysEqual checks
- Only dispatch when category content actually changes
- Update prevCategoriesRef after each dispatch
- Add console logs for debugging dispatch decisions
- Run prettier to fix formatting
